DOE Backs Major Transmission Project Across Five States

The U.S. Department of Energy announced Thursday it has finalized a $1.6 billion loan guarantee to AEP Transmission, a subsidiary of American Electric Power (AEP), to upgrade nearly 5,000 miles of transmission lines across Indiana, Michigan, Ohio, Oklahoma, and West Virginia. The project—first proposed under the Biden administration—aims to strengthen the electrical grid amid rising energy demand from data centers and artificial intelligence operations.

AEP, based in Ohio, is one of the largest power utilities in the country, serving 5.6 million customers across 11 states. Its power generation portfolio remains heavily dependent on coal, natural gas, and nuclear energy, with additional contributions from renewable sources such as wind and hydroelectric power.

The upgrades, supported through the newly renamed Energy Dominance Financing program, will replace aging transmission lines with higher-capacity versions capable of carrying more power. According to AEP, the improvements will save customers money, enhance reliability, and support economic growth in regions increasingly strained by power-hungry industries.

Shift Toward Fossil Fuel Infrastructure

The loan approval highlights the Trump administration’s focus on reinforcing traditional energy sources while scaling back support for renewable initiatives. Earlier this month, the administration cancelled $7.6 billion in clean energy grants across 16 states—most of them Democratic-leaning—after determining the projects “did not adequately advance the nation’s energy needs.”

Among the cancellations were up to $1.2 billion for California’s hydrogen hub and another $1 billion for a Pacific Northwest hydrogen project. The DOE said the decisions reflected a shift toward ensuring that taxpayer-backed investments align with what officials call “practical, reliable energy solutions.”

Energy Secretary Chris Wright said the AEP transmission upgrades will help secure the nation’s energy infrastructure while meeting the needs of new industries. “Modernizing the grid and expanding transmission capacity will help position the United States to win the AI race and grow our manufacturing base,” he said.

Details of the AEP Project

The transmission overhaul will replace existing lines along current rights-of-way, spanning:

  • More than 2,000 miles in Ohio, serving 1.5 million residents
  • 1,400 miles in Indiana and Michigan, serving 600,000 customers
  • 1,400 miles in Oklahoma, serving 1.2 million residents
  • 26 miles in West Virginia, serving about 460,000 people

AEP estimates the project will create roughly 1,100 construction jobs. CEO Bill Fehrman said the loan guarantee “will improve reliability and enable further investment in service enhancements.”

Contrast with Cancelled Clean Energy Projects

The DOE’s endorsement of AEP contrasts sharply with its decision in July to cancel a $4.9 billion loan guarantee for the Grain Belt Express, a proposed high-voltage line designed to carry wind and solar power from the Midwest to the East Coast. Wright defended the move, saying the Grain Belt project was “a commercial enterprise that needs private developers,” adding that the government’s involvement “was not critical.”

Trump and Wright have consistently criticized renewable energy initiatives as unreliable, positioning the administration’s policies squarely behind fossil fuels and nuclear power. While Wright acknowledged the AEP loan originated under Biden, he noted, “Not all of the [Biden-era] projects were nonsense. I’m happy to move forward with this one.”

The $1.6 billion investment underscores the administration’s broader goal of prioritizing grid modernization without shifting away from traditional energy sources — signaling a decisive turn in U.S. energy policy at a time of growing competition between clean and conventional power.
